土地利用总体规划实施评价

摘 要

土地利用总体规划是依据土地资源调查和适用性评价结果、国家经济与社会的中长期发展规划和年度计划以及国家的产业政策和社会发展政策,贯彻“十分珍惜、合理利用每寸土地和切实保护耕地”的基本国策,遵循保持耕地总量动态平衡,实现土地用途管制和集约化土地利用方式的原则,对今后一段时期的土地利用进行总体规划。本文以运城市稷山县土地利用总体规划为例对其实施情况进行了分析,并重点对该规划中耕地保护、基本农田保护及各类建设用地提出对策。采用定性分析与定量分析，发现耕地保护压力大，农村居民点土地利用效率低下以及基本农田布局出现不适应等问题，并且提出通过对规划进行适时修改、合理调整布局、拓宽用地渠道与建立节约与集约用地机制等建议以解决这些问题，以期为以后的规划提供借鉴。

Land Use Planning Implementation Evaluation

ABSTRACT

Land use planning is based on the suitability of land resources survey and evaluation results, long-term development plans and annual plans and industrial policies and social policies at the national economic and social development of the country, implementing the \and rational use of every inch of land and effective protection arable land, \dynamic balance of total arable land, to realize the principle of land-use regulation and intensive land use patterns for the period ahead of the overall planning of land use. In this paper, Yuncheng Jishan County land use planning as an example of its implementation are analyzed, and the focus of the planning of farmland protection, basic farmland protection and various construction sites to propose a solution. Qualitative analysis and quantitative analysis, found that farmland protection pressure, low utilization efficiency of rural residential land and basic farmland layout appears suited to other issues, and propose modifications through timely planning, rationally adjust the layout, to broaden the channels and the establishment of conservation and land intensive land use mechanism proposal to address these issues in order to provide a reference for future planning.
