新疆大学创新学分认定实施细则

第一章 总 则

第一条 《新疆大学本科生课外创新实践与技能学分实施办法》(新大校字[2005]171号)设立创新学分,为进一步规范创新学分的认定工作,特修订本实施细则。

第二条 “创新学分”是指普通全日制本科学生在校期间结合专业理论学习、实践技能训练,根据自己的特长和爱好独立或在教师指导下进行学科竞赛、学术活动、技能培训及各类社会实践活动,取得一定物化成果或创新过程训练,经学校审定批准给予认定的学分。

第三条 学科竞赛主要包括:国家级、区(部)级、校级高等数学、大学物理、大学英语等基础课程竞赛;国家级、区(部)级、校级的各类大学生专项科技竞赛(如挑战杯、电子设计竞赛、数学建模竞赛、机械设计竞赛等);经学校认可的除上述学科竞赛以外的其他学科竞赛。

第四条 学术活动主要包括:进行相关科学研究、学术活动、大学生创新项目取得一定标志性的科技成果或创新过程训练。

第五条 技能培训主要包括:学生参加行业操作技能培训获

第六条 除学科竞赛与学术活动、学校批准的专项实践训练项目、专业培养方案中规定的 “社会实践及科技创新实践方案”项目、行业证书类或专业证书类、经教务处审核认定的其他实践训练活动或项目外,有下列情况之一的不得申请认定创新学分: (一)未经认定的出版物所刊登的文章或作品;

(二)未经教学(或活动)组织部门认可的项目、成果等; (三)未经过相关部门鉴定并予以确认的成果(或项目); (四)证明材料不全者;

第七条 从2008届本科毕业生开始,学生在毕业前至少获得2个创新学分,否则不能取得毕业资格。

第二章 创新学分的申报、审批程序

第八条 凡符合获得创新学分条件的学生,在学院领取或从教务处网页上下载《新疆大学本科生创新学分申请表》,填写一份,并连同有关证书原件和复印件等相关证明材料,在每学期第十周前交所在学院审查、公示。各类社会实践活动,可直接由校级组织单位向教务处报送初审材料。

第九条 教务处每学期第十一周认定创新学分。认定通过者,由学生所在学院负责记载创新学分并录入成绩。

第十条 凡在创新学分申请或认定中弄虚作假者,将取消已取得的创新学分,并给予一定的纪律处分;对教师进行通报批评,情节严重者给予教学事故处理。

第三章 创新学分的用途与记载

第十一条 本科生取得的创新学分,可以冲抵专业培养方案中跨专业选修课和公共任意选修课的学分,但冲抵总学分一般累计不得超过4学分;超出部分的创新学分,可以作为超修学分记 载。超修学分大于6学分者,在评优评奖等方面,可以作为优先推荐条件。

第四章 其他

第十三条 教务处是创新学分的资格审核单位。其他单位组织的学科竞赛和学术活动需经教务处审核同意,方可按程序申请相应的创新学分。新增项目必须由相应学院(单位)向教务处提出申请,获批准后方可按本细则执行。

第十四条 学科竞赛获奖等级以证书(文件)为准;学术论文发表以收到录用通知书或出版刊物为准;专利发明以批准专利发明证书为准;科技成果以校级及以上部门的成果鉴定文件为准;科技成果转让或采纳认定,以技术成果转让合同或采纳证明为准。

第十五条 经过创新训练,但未取得一定物化成果的项目或活动,以活动或项目组织部门证明材料或学院教学指导委员会认定为准,但要求提前向教务处提交活动计划以便备案。对有争议的创新学分认定,由学校教学指导委员会最终确定。

第十六条 本科生因参加校级以上学科竞赛等不能正常上课或考核者,按照《新疆大学普通本、专科学生学籍管理实施细则(试行)》办理请假或缓考手续。 第十七条 特长生的体育类或文艺类入校后竞赛获奖证书按《新疆大学特长生教育管理办法》执行。

第十八条 各学院有责任落实各专业社会实践及科技创新实践方案,为本科生取得创新学分提供平台。

第五章 附则

第十九条 本细则自颁布之日起执行,由教务处负责解释。
